The Nigerian Communications Commission (NCC) has revealed some new Subscriber Identity Module (SIM) replacement procedure rules for people, corporate organisations, as well as machine to machine/IoT.
NCC released a recent comprehensive document having the guidelines for both individuals and corporate customers. The NCC, in a document named “Business Rules and Operational Processes for Implementation of the SIM Replacement Guidelines 2022′ highlighted that the processes would further govern SIM replacement of corporate and individual (IoT and M2M) bodies.
As per the Commission, these guidelines shall be read in concurrence with the SIM Replacement Guidelines 2021 and the conditions of the providers’ National Identity Policy for registration of SIM.
NCC further said that NIN usage is compulsory for all SIM replacements. The commission stated that reasonable quality assurance measures should be built into the validation and verification processes to assure the accuracy of validations/verifications.
It emphasised that where Bank Verification Number (BVN) developed, NIN is flagged by NIMC, and the communication service providers shall not execute SIM replacement for individual and corporate (IoT/M2M) subscribers. The communication service provider must suggest the subscriber to go back to the NIMC office for regulation.
As per the NCC, where communications service providers are not able to successfully verify the NIN records of the subscriber because of degradation on the verge of service availability, communications service providers are to direct to Appendix 2 of the Business Rules for SIM Registration.
The foreigners who want to do SIM replacement, NCC stated foreigners who are legally residing in Nigeria for more than two years come under the category of registrable persons, shall need a NIN for SIM replacement, while foreigners validly travelling via Nigeria or are employed in or live in Nigeria for less than two years are spared from the compulsory use of NIN requirement.
As per NCC, people in this category require o justify that they will be living in the country for not more than two years. NIN is compulsory for foreigners with legal residence status or those living in Nigeria for two years and above.
